Matthew Carter is a business transactions and real estate attorney in the firm's Business and Real Estate Law practice groups. He has experience in a wide array of matters, including business transactions, corporate, real estate development and finance, contracts, real estate litigation, appeals, condominium and planned community development. As a real estate attorney, Mr. Carter has represented commercial and residential real estate developers, landlords and tenants in all aspects of land acquisition, sale, negotiation of contracts and leases, corporate matters, resolution of title issues, financing and residential and commercial development, including shopping center, mixed use and condominium developments.

Mr. Carter has also represented numerous lending institutions in connection with commercial loan transactions, including real estate secured loan transactions. As a business attorney, Mr. Carter has counseled numerous small, mid-size and large businesses on business formation and structure; ownership, management and control; purchase, sale, succession planning and sale and transfer of businesses and business assets.

Mr. Carter also played a major role in the creation of C3 Compliance Consultants, an Offit Kurman company, which was formed to help lenders across the United States comply with regulations overseen by the recently launched Consumer Financial Protection Bureau (CFPB). As a Senior Advisor to C3 Compliance Consultants, Mr. Carter has been involved in program development and implementation and has been a lecturer to local, regional and national lenders and trade groups on mortgage compliance topics.

Activities

Mr. Carter is a member of the Baltimore Chapter of the Urban Land Institute, an organization that provides leadership in the responsible use of land and development. Mr. Carter is also an active member of the Frederick County Chamber of Commerce.

Publications/Speeches

Mr. Carter was a featured lecturer and presenter for the Chesapeake Region Chapter of Community Associations Institute's 2011 Annual Expo on the topic of planned community covenant enforcement.
