Donald J. Walsh is a Principal at Offit Kurman and Chair of the firm’s Government Contract Group. Government contractors have all the challenges of other businesses with the additional challenges imposed by the vast array and complexity of government regulations. For over 22 years, Mr. Walsh has provided comprehensive and practical guidance for his clients, in a wide range of matters, including commercial and construction litigation, employment law, corporate litigation and business transactions as well as government contracting disputes and administration.

Mr. Walsh is well versed in government contracts and procurement law, having brought value to many clients by working closely with them on various contractual and administrative issues arising from doing business with federal, state and local governments.

He has extensive experience in challenging procurements through the Government Accountability Office (GAO)’s and Office for Dispute Resolution for Acquisition’s (ODRA) protest procedures as well as through state and local government offices. He assists with operational and administrative issues, protests, contract disputes and drafting, Freedom of Information Act (FOIA) requests and challenges, contractual termination claims, and requests for equitable adjustments before the Armed Services Board of Contract Appeals, the Civilian Board of Contract Appeals, the Court of Federal Claims, federal and state agencies, and the federal and state court systems.

As the industry has expanded, so too has Mr. Walsh’s representation of small, disabled and veteran owned, minority owned and women owned businesses, whom he regularly counsels throughout their life cycle. He assists in identifying, applying for and capitalizing on the programs and preferences available through federal and state agencies, optimizing subcontracting opportunities, and, once they have grown and expanded, counsels and execute optimal transitions, either through successful purchases of other contractors or profitable sales to experienced purchasers.

Mr. Walsh is a published writer and frequent lecturer on topics related to business and litigation issues that arise in working with the government. He often presents on legal pitfalls to avoid and best practices to thrive in this highly regulated marketplace.
