West publishes new version of The Annotated Export Administration Regulations Desk Reference to help exporters make sense of new reforms.

Bethesda | July 30, 2013 – An updated version of The Annotated Export Administration Regulations Desk Reference was released on May 14, 2013. The new version updates the previous edition (2011) and explains the intent and progress to date of the new reforms that are fundamentally transforming the overly complex U.S. export controls. This handbook is a key resource for any company that sells its good and services abroad and businesses that are considering entering this worldwide market.
The 2013 Desk Reference is clearly intended to help businesses cope with the existing export rules and plan for the future changes. Edited by Ira E. Hoffman, a partner at Offit Kurman and a well-known authority in International and Government Contract Law, the Annotated Export Administration Regulations Desk Reference, 2013 ed. contains in one handy volume the text of the Export Administration Regulations, case annotations, Federal Register notices and secondary source citations – and a roadmap for where the reforms are headed.
Asked about the edition’s significance, Mr. Hoffman stated, “U.S. export controls, which consist of two sets of rules –The Export Administration regulations (“EAR”) and the International Traffic in Arms Regulations (“ITAR”) – have long frustrated U.S. exporters and companies seeking to enter the export market. Since the Government has launched fundamental reforms that have begun to consolidate the two sets of controls into one – the EAR – this book is not only the single most valuable resource for companies that are or will be subject to the EAR, but also is a critical asset for exporters that have been subject only to the ITAAR to date.”
“As the in-house counsel with responsibility for ensuring compliance with U.S export controls for the Hexagon Group a major European based multinational with manufacturing plants and subsidiaries in the U.S., I often refer to Ira Hoffman’s The Annotation Export Administration Regulations Desk Reference to help me navigate the EAR. And when the applicable rule is unclear, the case annotations and cites to Federal Register notices and law review articles make the book an indispensible resource. Indeed, I keep the Desk Reference within easy reach because I use it so frequently,” commented Collin A. Webb, Esq., Assistant General Counsel, Hexagon (Georgia)
West, which has been the most prominent publisher of legal materials in the United Sates for over 100 years, is a business division of Thomson.
