A public-private partnership that was launched in 2010 to further Maryland’s goal of being the nation’s epicenter of cybersecurity, CyberMaryland brings together Federal, State and local governments, the private sector, and academia to address challenges to the security of our nation’s digital infrastructure, reinforce Maryland’s leadership in cybersecurity and information technology, and help to support the nation’s cybersecurity mission. ABOUT IRA HOFFMAN
Mr. Hoffman is a Principal with the Government Contracts and International practice groups at Offit Kurman, P.A. He has been practicing law for more than 25 years, focusing on government contracts, export controls and other international issues, plus complex administrative and commercial litigation. He counsels large and small companies alike on a wide range of government contracts issues, such as bid protests, claims, teaming agreements, subcontracting, intellectual property rights, mergers and acquisitions, cost allowability, ethics and compliance, cybersecurity contracting, audits and investigations, the False Claims Act, suspension and debarment, security clearances, and small business issues, including formation of 8(a), HUBZone, SBIR, SDVO and WOSB small businesses, and size protests. His extensive dispute resolution experience ranges from protests at the GAO, Court of Federal Claims and ODRA, to litigation in State and Federal courts, to international arbitration. His international practice focuses on export controls (both ITAR and EAR), the Foreign Corrupt Practices Act (FCPA), and Office of Foreign Assets Control (OFAC) sanctions.
Mr. Hoffman is an instructor for the Public Contracting Institute; the Editor of The Annotated Export Administration Regulations Desk Reference (West 2013); and has authored or co-authored several articles on international contracting. He has also taught International Trade Law and European Union law as an adjunct professor at the George Mason University School of Law; and previously had the honor of serving as a Court Law Clerk at the U.S. Court of Appeals for the D.C. Circuit, as Counsel to the Israeli Ministry of Defense Mission to the United States, and as Counsel to the Vice Chairman of the U.S. International Trade Commission.
